The portfolio manager leads and manages the project portfolio by a process area or regional level. The role manages the process for identifying, prioritizing, selecting and governing projects based upon business or IT strategy alignment, cost imperatives and available resource capacity. The portfolio manager provides portfolio and resource guidance and recommendations based upon feasibility, benefit and resource capability. .
The portfolio manager has significant interaction with multiple levels and functions within GIS, business partners and other portfolio managers. The portfolio manager also acts as a liaison with all appropriate governance committees (global and regional). The portfolio manager is adept at working horizontally and vertically throughout the organization changing language and tone to match the target audience.
The portfolio manager requires a big picture focus, broad business process experience, client management skills, communications expertise, a process-driven mentality and an ability to build and maintain relationships as well as solid experience in IT portfolio management. The portfolio manager should be PMI or Prince2 certified with at least 5 to 10 years of large project management experience.
Responsibilities
Develops and maintains a formally-identified set of projects which form the project portfolio;
Monitors projects in designated portfolio (e.g. milestone schedule commitments, resource commitments) to ensure project information is current; works with project managers and partnering entities to identify project inter-relationships that may affect portfolio priority and resource allocation decisions or any other constraints affecting the completion of projects in the portfolio are effectively escalated and addressed;
Analyzes the impact to the existing portfolio when new projects or new project ideas surface and collaborates with project managers or partnering entities to identify alternative strategies (resources, project sequencing etc.) for accomplishing desired projects;
Administers the portfolio management governance process by facilitating the process to identify, prioritize, select and approve projects. Recommends the criteria against which all projects are evaluated, to link their value to the business strategy;
Ensures all required data for making portfolio decisions is complete and available for decision-making, collaborating with project managers or partnering entities to do so;
Collaborates with the GIS finance to quantify project benefits in a way that will enable objective evaluation of projects against objectives and thereby aid project approval decision-making
Facilitates portfolio governance meetings to ensure all participants remain engaged with meetings, stay focused on decision making, issue resolution and strategic prioritization.
Qualifications
Significant experience in managing a variety of projects – small to large and simple to complex – that demonstrates the ability to manage interdependencies, risks and issues, resolution of conflict between partnering entities that develops win / win solutions and communications plans that freely share project information.
Needs to thrive in a fast paced environment, oversee multiple projects within a portfolio, have attention to detail without losing sight of “bigger picture” and works well with cross functional teams.
Knowledge of PPO, PII, RM&C and governance processes to ensure compliance and knowledge of PMO-like processes to understand how to “fit for purpose” without losing integrity of the process
Certified as a Project Management Professional or Prince2-certified.
Culturally astute – recognizing the differences in approach between departments, regions and people and leveraging those differences to architect solutions.
Demonstrates strong communication skills and clearly communicates results and expectations.
Has ability to work with senior executives and deliver executive level summary reports and presentation.
Good business knowledge gained within a multi-disciplinary organization with multiple business units
